Privacy Policy

1. Who we are
Public Housing Center, LLC, a North Carolina limited liability company (“PHC,” “we,” “us,” or “our”), provides a workflow and communications platform built for public housing authorities. This Privacy Policy describes how we collect, use, and share personal information when you visit publichousingcenter.com, use our platform at app.publichousingcenter.com, interact with an AI call center or messaging service operated on behalf of a housing authority, or otherwise communicate with us (collectively, the “Services”).
If you do not agree with this Privacy Policy, please do not use the Services. Questions are welcome at biz@publichousingcenter.com.
2. Our two roles
We handle personal information in two distinct capacities, and your rights differ depending on which applies:
- PHC as the responsible party. For visitors to our website, prospective customers who contact us or book a demo, and staff of housing authorities who hold accounts on our platform, PHC decides how and why the information is used.
- PHC as a service provider. When residents, applicants, or landlords interact with a housing authority through our platform — for example by calling an AI-assisted phone line, receiving a text message, or submitting documents — we process that information on behalf of, and under the instructions of, the housing authority. The housing authority remains the system of record for that information. If you are a resident, applicant, or landlord, requests about your records should generally be directed to your housing authority; we support them in responding.
3. Information we collect
Information you provide to us directly. When you request a demo, contact us, or create an account, we collect information such as your name, work email address, phone number, job title, and the name of your organization or housing authority.
Information we process on behalf of housing authorities. Depending on the modules a housing authority uses, this may include:
- Contact and identity details of residents, applicants, and landlords, such as names, phone numbers, email addresses, dates of birth, and partial Social Security numbers used for identity verification;
- Program and case information, such as waitlist status, recertification details, income and eligibility information, lease and unit information, and uploaded documents;
- Call information, such as the phone number you call from, call transcripts, call summaries, callback requests, and feedback you provide during a call — calls may be answered by an automated AI assistant, and call audio is processed by our voice technology providers to power that assistant;
- Message history, such as text messages and emails sent and received through the platform, including delivery status.
Information collected automatically. When you visit our website we collect standard log and usage data (such as pages viewed, browser type, and approximate location derived from IP address) through privacy-focused analytics. We do not use advertising trackers or sell browsing data.
4. How we use information
- To provide, operate, secure, and maintain the Services;
- To answer and route calls, verify caller identity, respond to questions, and complete requests made through the platform;
- To send service-related communications, such as appointment confirmations, document links, and case status updates;
- To schedule and follow up on demos and sales conversations;
- To monitor performance, prevent abuse, and improve the Services;
- To comply with legal obligations, including obligations that apply to housing programs.
5. SMS / text messaging
The Services can send text messages (SMS) — for example, appointment confirmations, secure document upload links, scheduling updates, and case or waitlist status notifications. These are service messages, not marketing messages, and are sent only to people who have consented to receive them or who have requested the information during an interaction with the Services.
- Message frequency varies. Messages are triggered by your activity — such as a call you place, an appointment you book, or an update on your case — rather than sent on a fixed schedule.
- Message and data rates may apply. Your mobile carrier’s standard messaging and data rates apply to messages you receive from the Services.
- Opting out. Reply STOP at any time to stop receiving text messages. Reply START to resume. Reply HELP for help, or contact biz@publichousingcenter.com. Opt-out requests are honored promptly and recorded so you are not messaged again unless you re-subscribe.
6. How we share information
We do not sell personal information, and we do not share it with third parties for their own marketing. We share personal information only:
- With the housing authority you interact with. Calls, messages, documents, and case activity handled through the platform are visible to the housing authority on whose behalf we operate;
- With service providers that help us run the Services — such as cloud hosting and database infrastructure, telephony and messaging carriers, AI voice and transcription technology, transactional email delivery, error monitoring, and customer support tooling. These providers are bound to use information only to provide services to us;
- For legal reasons, when required by law, legal process, or to protect the rights, safety, or property of PHC, our customers, or others;
- In a business transfer, such as a merger, acquisition, or sale of assets, subject to this Privacy Policy.
7. Data security
We take the sensitivity of housing program data seriously. Security measures include multi-tenant data isolation enforced at the database layer (each housing authority’s data is partitioned with row-level security), encryption in transit, least-privilege access to stored files with short-lived signed links, tamper-resistant audit logging of sensitive actions, data minimization (for example, storing only the last four digits of Social Security numbers), and automated redaction of certain sensitive patterns from transcripts. No system can be guaranteed to be 100% secure, but we work continuously to protect the information entrusted to us.
8. Data retention
We retain personal information for as long as needed to provide the Services, satisfy the purposes described in this Privacy Policy, and meet legal and contractual obligations. Information we process on behalf of a housing authority is retained in accordance with our agreement with that housing authority and applicable housing program recordkeeping requirements, and is deleted or returned when the agreement requires it.
9. Your rights and choices
- Texts: reply STOP to any message to opt out at any time (see Section 5);
- Emails: non-essential emails include an unsubscribe option;
- Access, correction, and deletion: you may request access to, correction of, or deletion of personal information we hold about you by contacting biz@publichousingcenter.com. If your information is held on behalf of a housing authority, we may refer the request to that housing authority and assist them in responding, as they are the system of record;
- Depending on where you live, you may have additional rights under state privacy laws. We honor applicable rights regardless of your state of residence.
10. Children's privacy
The Services are designed for use by housing authority staff and adult members of the public and are not directed to children under 13. We do not knowingly collect personal information directly from children under 13. Household records maintained by a housing authority may include information about minors as part of a housing case file; that information is provided and controlled by the housing authority and the responsible adult on the case.
11. Changes to this policy
We may update this Privacy Policy from time to time. When we do, we will revise the “Last updated” date at the top of this page, and for material changes we will provide additional notice, such as an email to account holders or a notice on the website.
